The Water Framework Directive requires the Environment Agency to define River Basin Districts, i.e. groups of catchments (rivers, streams, lakes and the land that drain into them). Groundwaters, estuaries (transitional waters), coastal waters (out to one nautical mile) and artificial waters (such as canals) are assigned to the most appropriate districts.
